Chapter 251 Application Information
Any project with a soil disturbance of 5,000 square feet or more requires a Soil Erosion and Sediment Control Plan be submitted to our office for review. Once the plans are received and are found to be administratively correct then the plans are reviewed within 30 days. If the plans are found to be in accordance with the Standards for Soil Erosion and Sediment Control in New Jersey, the plan will be certified and approved for construction.

251 Exemption Policy
NEW CCSCD FEE SCHEDULE TO TAKE EFFECT ON AUGUST 1, 2010, WHICH INCLUDES A $25.00 CHARGE FOR EXEMPTION APPLICATIONS.
An Exemption is required for all projects that involve less than 5,000 square feet of soil disturbance. Please carefully review all the information and directions on the Exemption Application. All projects are unique, so please provide as much detail as possible in your application. Please contact the District should you have any questions.
Construction General Permit
Effective October 1, 2009 Stormwater Construction Permit (5G3-NJ0088323) Requests for Authorization (RFA) applications became an E-Permitting System. Information completed on the RFA E-Permit application must be consistent with the information submitted on the Soil Erosion and Sediment Control Application.

Start of Construction Notification Form
Notification of the Start of Construction for your project is needed 72 hours in advance. If the start of construction on this project will be delayed, please contact our office*. Failure to provide this notification will result in additional inspection fees being deducted from your project submission fees**.

*Sites are inspected (and fees deducted) after the plans are CERTIFIED by the District unless otherwise directed. |
Request for Report of Compliance
Due to the large number of requests for Final Inspections for Reports of Compliance, it is necessary to follow a schedule. Please fill out the RFC form and submit it at least two days prior to your requested inspection date. Thank you for your cooperation.
A report of compliance must be obtained from the District before the municipal construction official can issue a Certificate of Occupancy. Inspection requests require 2 days notice.

Types of Compliance
Conditional: A conditional report is issued for the temporary stabilization of staggered occupancy projects or during the non-growing season. Compliance with all other requirements of the certified Soil Erosion and Sediment Control Plan is also required.
Complete: A final report is issued when permanent stabilization is established on the entire project. The projects is final graded, top-soiled, limed, fertilized, seeded, mulched and tacked and all permanent features of the erosion control plan have been installed. |
