Programs and Activities
Stormwater Discharge Program (RFA)
The Federal Clean Water Act and rules adopted by the USEPA require permits for stormwater discharges associated with most construction and mining activities.
The Construction General Permit (NJ0088323) is being implemented through the NJ Soil Conservation Program with the authorization to discharge stormwater issued by the local Soil Conservation District in cooperation with the State Soil Conservation Committee and the NJ Department of Agriculture. Discharges are authorized when the soil erosion and sediment control plans for construction and mining activities have been certified by the local Soil Conservation District in accordance with NJSA 4:24-39 et. seq.
Discharge authorization is required for construction activities, which disturb 5 acres or more of total land area. Stormwater discharges from activities, which disturb less than 5 acres, also require authorization when they are part of a larger common plan of development or sale involving 5 or more acres of disturbance. (This will be changing in the near future to one or more acres of soil disturbance.)
If your construction, mining or other land disturbance activity requires a Request for Authorization (RFA) to discharge stormwater under the General Construction Permit, you should contact our office to obtain the application forms.
The Construction General Permit has been designed to coordinate with the Soil Erosion and Sediment Control Plan certification. This facilitated the prompt issuance of the discharge authorizations at the Soil Conservation District level.

Soil Survey Update
The Camden County Soil Survey is being revised at this time in order to correspond with soil types that are being used nation-wide. Information from soil surveys is a pivotal resource assessment tool used by local and county officials in making decisions about water quality and quantity and erosion protection issues, plant ecology, parks planning and management, and housing and development issues.
The current version of the soil survey has been reproduced digitally in adobe acrobat format. To receive a copy, please contact this office at (856) 767-6299 or email craig.fisher at camdenscd.org. The cost for this is $15.00.
